You call upon the frigid, howling winds of Cocytus?, unleashing upon your enemies the lamentations of a thousand damned souls. The unearthly winds buffet all creatures in the area, carrying away their voices, their body heat, and even their sanity.
The howling winds last for 1 round, but you can concentrate to extend the duration. The wind effects and the confusion persist for the entirety of the spell’s duration (the cold damage is only inflicted once).
Cold Damage. When you cast the spell, all creatures in the area immediately take 1d6 points of cold damage per level (maximum 15d6) as the screeching wind chills them to the bone; a Fortitude save halves this damage.
Wind Effects. Creatures in the area cannot hear anything beyond 10 feet away, and all sonic spells and effects have their range limited to 10 feet. All unprotected, nonmagical fires in the area are extinguished. All ranged weapon attacks made from, into, or through the area suffer a −2 penalty. Tiny and smaller creatures are knocked down unless they succeed at a Fortitude save.
Confusion. All creatures in the area must succeed at a Will save or be confused (as the spell) for the duration of the spell and 1d4+1 rounds thereafter. The confusion is a mind-affecting effect.
