When this spell is cast, a blanket of ice covers everything in the area of effect. Creatures that are covered take 1d6 points per level of cold damage from the sheet (to a maximum of 10d6 at 10th level), with a successful Fortitude save halving the damage. The ice instantly melts from affected creatures. Spell resistance applies to this effect.
Furthermore, the ground in the area of effect acts exactly as if a sleet storm had been cast in the area, with appropriate Balance checks required for moving within the area. Spell resistance does not apply to this effect.
